There is on going tension between developed countries and developing countries or under developed countries especially for having engaged in nuclear proliferation. The developed countries do not want anymore new entrants to the segment of ‘nuclear powers. But countries like Iran and North Korea which are actively engaged either to develop or acquire missiles such as ICBM [Intercontinental Ballistic Missiles] want to declare themselves as nuclear power by proliferating nuclear materials.

The developed countries or so called ‘nuclear powers’ are relentlessly engaging themselves in the enhancement of their nuclear technology and to improve their ballistic missiles accuracy and efficiency. Some countries like Iran and North Korea are actively engaging themselves in the proliferation of non conventional weapons to demonstrate their nuclear capability. The display from a country of its nuclear capabilities would continue to disgrace the non proliferation treaty.

Thus, if a country wants to enter into the segment of “nuclear power’ by demonstrating its newly acquired nuclear capability will definitely shift the balance of power and increase the risk of conflicts resulting in nuclear escalation. It is said that the Pakistan’s eminent nuclear scientist Abdul Qadeer Khan had helped Iran to acquire on the nuclear technology. Further, it is reported that Al Qaeda is trying to obtain nuclear technology so that it can take revenge on U. America has suddenly realized meaning of “terrorism” only after its September, 11 attack. Since then, it has actively engaged in a war against global terrorism. Now, its highest priority is to keep terrorists from acquiring weapons of mass destruction. But, it is yet to develop its coherent strategy for combating the threat of nuclear terror. Terrorist could still attempt to produce new supplies, but doing so would need large facilities, which would be evident and exposed to attack. Only just eight countries in the world are now having nuclear weapons – United States, France, China, Israel, India, Pakistan, Russia and the United Kingdom.

S and its allies that it should forward a full account of past and present nuclear activity and if it refuses to comply, the IAEA will refer the case to the UN Security Council. Further, U. S and allies should see that they should convince Russia to stop its aide to Iran’s Bushehr reactor. If North Korea is not prevented from making nuclear bombs, then South Korea, Japan and Taiwan may follow the suite as a self defense measure.

Further, China should also be advised to secure its nuclear weapons and materials and be advised to not to transfer its technology to Pakistan as it would create an arms race in Asia. Dissuading nuclear terrorism requires various measures like denial access to weapons and materials at their source, defends every route by which a nuclear weapon could be delivered, detection at borders and to address aim and means. Efforts should be pursued under the auspices of inspection mandated by the Non proliferation Treaty [NPT] and the International Atomic Energy Agency [IAEA] including NPT’s.

Steps like an embargo on production of missile material and actual enforcement mechanisms by introducing economical and political sanctions for recalcitrant states and use of military force if necessary whether they covert or overt. To reinforce strict nuclear non-proliferation, efforts should be pursued for ratification of the comprehensive Test Ban Treaty [CTBT] and negotiation of a cutoff in production of fissile material in current nuclear-weapon states as a war-foot measure. U. S and Russia should align together to address the nuclear issue hence they have special obligation to address this problem since they have created it.

It is to be noted that all the non nuclear states except North Korea have signed NPT {Non Proliferation Treaty} which commits nuclear weapon states to possibly eliminate their own weapons though no actual time table has been set out for the same. U. S and its allies have already vested with power to delineate new global constraints on nuclear weapons. U. S and Russia should strive hard to eliminate nuclear weapons and nuclear threats from international affairs and should help to accelerate current programs to minimise their nuclear arsenals.
