Technology is the application of principles of science and engineering, to make human lives better. It is the development of instruments and methods, formulation of new processes, and how these inventions will affect the society. But such definition is vague; some describe technology as a material like cellular phones, computers and machines but technology can also be a systems and methods or techniques. (Merriam-Webster)
There are many applications of technology. Some of these applications are in the fields of medicine, engineering, astronomy, economics and other branch of science. A culture is highly influenced by technology. That is, a culture may be changed or formed by technology. A good example is the development of communication technology. This kind of technology made a way to lessen problem in interaction of people.
There are many reasons why there is a need in the development and advancement of technology on each country. This is why many countries use technology to help their citizen and country in development. But there are also reasons why the development of technology is inhibited.
Problems in the development of technology have several reasons. The most popular is the unavailability of resources like funds. Intellect people do not waste anymore their time in findings ways that will help people lives better. Many inventors do not waste their time inventing things that will make daily living easier. Even though these kind of people who have the capability of producing an invention or making a new process or system that will be advantageous to other people, they do not have the main vehicle to put their inventions to reality.
A good example of this kind of dilemma is when a software engineer finds a new program that has the ability to solve real problems like in engineering. The program can simulate, perform sensitivity analysis and can solve linear problem. But the software engineer cannot test his proposed program because he does not have a powerful computer. This hinder the software engineer in testing the new program that will be beneficial in the filed of software engineering. With this, the software engineer will not waste time anymore in producing an advance computer program but will waste time in earning money for his daily leaving. He may not use anymore his knowledge in his work.
Support of the Government
Despite the fact that inventors succeed in inventing their chosen endeavor if there is no support of the government, the product/ invention would just be useless. Support of the government is very significant since government is the one making moves for the welfare of the mankind.
Support of the government could be achieved if they think their country is really in need of it besides they are also considering other factors like the status of their country, financial stability, people who will be using it, and all other factors.
On the other hand, there also reasons why the government would object to a newly invented technology like if it’s harmful to mankind, if the country is not yet ready for the new inn ovations and all other considerations. If the government objected (for whatever reason) of disseminating new ideas specifically, new technologies then, inventor would tend to be frustrated and would not persist continuing his/her study.
Also, if government were against the new technology then they would ban the advertisement of this technology and so as a result people would be deprived from knowing this. As a consequence, the talent, time, money and other things were just wasted since people would not embrace the utilization of the new invention.
A very good example of this disposition was the invention of fluorescent by Agapito Flores; the said invention was just taken for granted since government has more other priorities to consider. But later, when Philips had adapted the idea of Flores and it was just timing because during those times that was the concern already of the country and so; the invention was supported and was embraced by the people.
Demand of Product
Demand of product would basically mean the response to the needs of most of the people in a country. For example, if the trend in a country is utilization of cellular phones and everybody whatever their status in life is purchasing it then, that would the focused of inventors. Of course, they would do their best so that the said “on boom” inventions would be made better so that people would continue embracing it.
Another example is the demand of the high technology agricultural machines like farm tractors, corn sheller, rice huller, and disc plow. In Japan, where the inventors have the capability of designing and making these high technology machines, there is a high demand in this kind of machine because of the agricultural sector of Japan. The said sector needs the new agricultural machines to have high production and minimizes losses. While in the third world countries like Philippines, though there are agricultural engineers that are capable in designing and fabricating high technology agricultural machines, the farmers cannot purchase the agricultural machines because of small-scale farms. The earnings cannot compensate the cost in purchasing the agricultural machines. That is why farmers in the Philippines stay on the classic or conservative way of farming that does not utilize the power of technology. (Henderson, 1980)
Some of the countries prefer to be having a conservative way of living, meaning no interaction in the advancement of technology. They prefer to work on their daily living with out the help of technology. To have a good example of this constraint, it is advisable to evaluate the living conditions of many rural places. Examples are the third world country. As discussed in the first part of the essay, the most popular constraint in the development of technology is the money resource. These third world countries, which are being left behind by the first world countries, in terms of the utilization of high technology. In addition, this phenomenon is being strengthened when some people in the rural countries still use the conservative way of life. People on these countries prefer to walk from one place to another instead of riding a vehicle. They think that automobiles may destroy their environment. Another good example of conservative people is when these people are illiterate when it comes to the advancement of technology. They are afraid to explore the benefits of technology. Moreover, this leads them in not embracing and knowing the advantages that may bring by the application of technology in their country. In a household from a third world country, household chores are usually done manually while in first world countries like United States, household chores are done with the use of house appliances. This is because in the third world countries, they value the relation in their home. People in a third world country will favor on working together as a family thus eliminating the use of high technology appliances. (Schick, 1994)
There are also group of people that oppose the use of technology, thus opposing also the development of technology. These people are conservative when it comes to the protection of the environment. The environment is being destroyed because of the use of technology. The smoke that is produce from vehicles, commercial plants, refrigerators, and air conditioners destroy the ozone layer that serve as blanket from the ultraviolet rays of sun. These people want to protect the environment from further destruction that may result by using high technology materials. (Borgmann, 2006)
The government must response to the constraints in the development of technology on their country. First is by allocation of funds to the researchers, developers, scientist or any person that will contribute to the development of technology. These people will have the resources in conducting their experiments or procedures in producing a new material or program. They will have the initiative in developing the technology because they can do what ever they want in order to make their purpose.
Another solution that can be done by the government in the advancement of technology is the uses of programs that will convince the society to improve ad develop new technology. This may be in the form of contest were anyone can join. Just like the Nobel prize were it gives recognition to a person or group of person that had contributed greatly in the development of their chosen fields. This will produce awareness on the society. The society will be aware that there is a need in the development of technology in their country.
Next is by convincing the nature lover in the protection they need for the environment.
The government must take in charge on the proper laws to be implemented when a technology is brought to their country. The government must consider the effects to the application of the new technology on the nature. It must be take into account that the environment must be protected because some of the raw materials are needed in the some process of new technology. Like in Japan, the government of Japan is now considering the impact that can be brought by the high technology of their country. Japan is known in Asia to have high technology. But the environment of Japan can be illustrated as destroyed nature. The government did not consider that application technology would destroy their environment, the same case with many urban areas. Air, water, and noise pollution everywhere is a characteristic of a country that has high technology but did not consider the effects on their environment.
But the government must be careful in allocating its funds in a research or invention activity. The government must determine if the new technology will help the citizen of a given country and if the government can support the proposed technology. While limiting the government in the above constraint, the government must all take in mind that technology is the key to success. This is because of the great advantages of using technology in any process of way of living.
Individuals have a major role in the development of technology. First of all is the curiosity of an individual. This is the main reason why inventors, scientist and researchers take time studying the principles of science. They want to know and explain something. They want to produce a new material that will make life easier. Individuals must be curious on what are the possible ways that can make the lives of their fellow man be easier.
Another is by convincing the conservative people in using technology and not the conservative way. Individuals must inculcate to these conservative people that there is a big advantage when technology will replace the old fashioned way of living. Instead of one-hour walk, they can now go from miles to miles in just minutes.
Technology therefore must be developing in order for a country to be successful in their purpose. Every country must be aware on the advantages as well on the disadvantages of implementation of high technology.
